The century’s innovations laid the foundation for the digital learning landscape we know today.

Pioneering institutions that changed education forever

The establishment of dedicated distance education institutions marked a turning point in how societies approached learning. In Sweden, Hermods was founded in 1898 and grew to become Europe’s largest correspondence school. By the 1960s, Hermods enrolled over 100,000 students annually, offering vocational training and language courses that allowed working adults and those in remote areas to gain qualifications without attending physical classrooms.

Germany followed with its own distance education initiative. The FernUniversität in Hagen was established in 1974 under North Rhine-Westphalia’s foundation law. Teaching began in October 1975 with approximately 1,330 students receiving their first printed study materials. The university combined printed materials, audio and visual media, and regular student progress monitoring, supplemented by in-person advising at local study centers. Today, it stands as Germany’s largest university with over 76,000 students.

Perhaps the most influential institution was the Open University in the United Kingdom, founded in 1969 under the Labour government. The Open University revolutionized distance learning by combining correspondence materials with television broadcasts and radio programming. When it accepted its first 25,000 students in 1971, the total student population of conventional UK universities was only around 130,000, demonstrating the immense demand for flexible learning options.

Distance education becomes essential in Russia and America

Two superpowers embraced distance education but for different reasons. In the Soviet Union, geography and ideology converged to make distance learning a national priority. After establishing the Institute of Distance Education in the 1950s, the USSR used distance learning as an essential method for providing higher education across its vast, geographically dispersed population. The Soviet government incorporated radio, television, and early computer technologies to broaden educational reach and ensure that even those in distant regions could obtain university qualifications.

The United States took a different path, focusing distance education on adult learners and continuing professional development. By the 1960s, several universities including the University of California and the University of New York offered courses through television broadcasts and correspondence. The International Correspondence Schools grew explosively, enrolling 2,500 new students in 1894 and reaching 900,000 total enrollments by 1906. These programs served working adults who needed to balance family responsibilities, employment, and educational advancement.

The correspondence school boom

Distance education in America proved particularly valuable during emergencies. In 1937, Chicago implemented a pioneering distance learning program using radio broadcasts during a polio outbreak school closure, demonstrating how technology could maintain educational continuity during crises. This early experiment foreshadowed the widespread adoption of distance learning during later public health emergencies.

Radio, television, and multimedia transform learning

The twentieth century’s technological revolutions fundamentally changed how distance education operated. What began as simple mail-based correspondence evolved into sophisticated multimedia experiences.

Radio became education’s first broadcast medium. By 1923, more than 10 percent of radio stations were owned by educational institutions. These stations broadcast lectures, language lessons, and educational programming directly into homes, allowing learners to access instruction without traveling to physical locations. The technology proved especially valuable for rural communities where schools were scarce or nonexistent.

Television brought visual learning into the equation. The University of Iowa began broadcasting televised courses in 1934, followed by numerous other institutions. During the 1960s and 1970s, educational television programming reached millions of households. Networks like the BBC in Britain and public broadcasting stations in America developed extensive educational content covering academic subjects and vocational skills.

The Carnegie Foundation funded Charles Wedemeyer’s Articulated Instructional Media Project at the University of Wisconsin-Madison from 1964 to 1968, which experimented with various communications technologies for off-campus learning. This project directly inspired the British Open University’s multimedia approach and demonstrated how combining different technologies could create more effective learning experiences.

From broadcast to interactive technologies

By the 1980s, distance education had evolved beyond one-way broadcasts. The National Technological University used satellite television to deliver both live and recorded course material, while allowing students to phone instructors and receive real-time answers on air. This combination of technologies anticipated the interactive online learning environments that would emerge with the internet.

Breaking down barriers for remote and underserved populations

Perhaps the twentieth century’s most significant contribution was demonstrating how distance education could promote social equity and expand access to previously excluded populations.

Australia introduced correspondence schooling in 1914, with Victoria leading the charge, followed by New South Wales, Western Australia, Tasmania, and South Australia. The vast Australian landscape and scattered population made traditional schooling impossible for many families in remote areas. Correspondence schools, and later the School of the Air using radio broadcasts from the 1960s, connected isolated children with qualified teachers. Parents became essential partners in the educational process, supervising lessons and submitting work for teacher feedback.

The Australian model proved so successful that it became a global reference point. By combining correspondence materials with radio instruction and later satellite technology, Australia demonstrated that quality education could reach students regardless of their geographic isolation. The system particularly benefited families in the outback, where distances between homesteads could span hundreds of kilometers.

Educational opportunities expand in Japan and the Soviet Union

Both Japan and the USSR recognized distance education as a tool for advancing national development goals. While specific details about Japan’s twentieth-century distance education programs are less documented internationally, the country’s commitment to educational expansion and technological adoption meant that distance learning became an important component of adult education and professional development.

The Soviet Union’s approach was more explicit. Distance education became a cornerstone of the state’s efforts to provide universal access to higher education. The government viewed distance learning as essential for training the workforce needed to achieve industrial and technological goals. By making higher education available through distance programs, the USSR could reach workers in factories, collective farms, and remote settlements, aligning educational access with socialist ideals of equality.

Legacy of the twentieth century

The distance education developments of the twentieth century established principles that remain relevant today. Institutions like Hermods, FernUniversität, and the Open University proved that flexible learning could maintain academic rigor while serving diverse student populations. Technological experiments with radio and television demonstrated how mass media could democratize access to education. Most importantly, programs in Australia, the Soviet Union, and America showed that distance education could be a powerful tool for social equity, reaching learners whom traditional systems had failed to serve.

These innovations created the infrastructure and pedagogical foundations for the internet-based learning that would explode in the twenty-first century. When the World Wide Web emerged, distance educators already understood the importance of student support, quality instructional materials, and technological experimentation. The twentieth century’s distance education pioneers didn’t just create correspondence courses and television broadcasts; they fundamentally reimagined how education could work when teachers and students were separated by space and time.
