Two institutions stand at the forefront of this transformation: Iran’s Payame Noor University and Israel’s Open University, each demonstrating how distance education can bridge gaps and create opportunities for learners who might otherwise be excluded from traditional academic pathways.

Payame Noor University, founded in 1988, operates as Iran’s sole open and distance learning university under the supervision of the Ministry of Science, Research and Technology.
