Millions of young people across Africa face a harsh reality: after completing primary school, their educational journey ends abruptly. Over 100 million children remain out of school across the continent, with secondary education representing a critical bottleneck in Africa’s education systems. But innovative solutions are emerging that challenge traditional classroom models and offer new pathways for learners who have been left behind.

Understanding the secondary education crisis

The numbers paint a sobering picture. In 2019, only 41 percent of students completed lower secondary education and just 28 percent finished upper secondary school in sub-Saharan Africa. The transition from primary to secondary education remains particularly challenging, with dropout rates accelerating as students progress through the system.

Several factors contribute to this crisis. Distance to schools, especially in rural areas, creates immediate barriers. Economic constraints force families to choose between education and survival, with school fees being the primary financial worry for 54 percent of adults in sub-Saharan Africa. Child labor, early marriage, and humanitarian crises further compound these challenges, particularly affecting girls who face additional cultural and social pressures.

The gap between primary completion and secondary enrollment reveals a systemic problem. While many African nations have made progress in universal primary education, the infrastructure and resources needed for secondary education have not kept pace with demand. Traditional brick-and-mortar solutions alone cannot address the scale of this challenge, leaving millions of young people without pathways to further education or employment.

Open schooling models transforming access

Open schooling offers a flexible alternative that adapts to learners’ circumstances rather than forcing learners to adapt to rigid school structures. This approach uses distance education methods, allowing students to learn at their own pace while balancing work, family responsibilities, and other commitments.

Botswana’s pioneering approach with BOCODOL

The Botswana College of Distance and Open Learning, established by Parliament in 1998, became a cornerstone of the country’s strategy to expand educational access. BOCODOL served out-of-school youth and adults through specially designed study materials combining different media types and communication technologies. The college offered Junior Certificate and Botswana General Certificate of Secondary Education courses, reaching learners who had been unsuccessful in conventional schools or missed opportunities due to geographical or financial barriers.

BOCODOL’s success led to its transformation into Botswana Open University in 2017, expanding its mandate from secondary education to comprehensive university-level programs. The institution developed a network of learning centers across the country, providing tutorial support and examination facilities. This model demonstrated that open schooling costs can be as low as 20 percent of traditional schooling expenses while maintaining educational quality.

NAMCOL’s comprehensive distance education system

The Namibian College of Open Learning, created through an Act of Parliament in 1997, extends its services throughout Namibia via four regional offices and multiple sub-regional locations. NAMCOL provides learning opportunities specifically for adults and out-of-school youth who cannot attend regular schools, particularly those in rural areas.

The college offers the Namibian Senior Secondary Certificate through distance education, using a blended learning approach that combines print-based materials with electronic learning platforms. NAMCOL’s Pre-entry to Tertiary Education program has helped students who initially struggled in conventional schools achieve significant improvements. The institution employs over 115 full-time staff and more than 1,500 part-time tutors nationwide, creating an extensive support network for distance learners.

Both institutions serve as examples of how open schooling can scale effectively. They reach learners in remote locations, accommodate those with work or family responsibilities, and provide second chances to students who faced challenges in traditional schools.

Technology and media as educational bridges

In regions where classroom infrastructure remains limited, technology offers powerful alternatives for reaching learners. Open schooling institutions leverage various media tools to create dynamic learning environments that transcend geographic and socioeconomic barriers.

Radio and television broadcasting play essential roles in many African countries, particularly in rural areas where internet connectivity remains unreliable or nonexistent. These established technologies deliver educational content including lessons, lectures, and educational programming to students who may be hundreds of kilometers from the nearest school.

BOCODOL used radio broadcasts to reach students in Botswana’s remote areas where internet access was limited. The approach allowed students to access lessons at scheduled times while using printed study materials for reinforcement and deeper learning. This multimedia strategy recognized that effective distance education requires combining technologies based on what learners can actually access.

As connectivity improves, digital platforms increasingly complement traditional media. NAMCOL has developed online courses and uses learning management systems like Moodle to provide interactive educational experiences. Mobile phones, which have achieved widespread adoption across Africa, enable educational messaging and access to digital content even in areas lacking computer infrastructure.

The key insight from successful programs is that technology should serve learning goals rather than driving them. Effective open schooling matches delivery methods to learners’ circumstances, using high-tech solutions where possible while ensuring that low-tech alternatives remain available for those without digital access.

Policy frameworks and strategic partnerships

Individual institutions cannot solve the secondary education crisis alone. Sustainable solutions require coordinated policy frameworks and partnerships that enable open schooling to operate at scale.

The Commonwealth of Learning’s catalytic role

The Commonwealth of Learning has championed open schooling across Africa, working with ministries and institutions to develop contextually appropriate models. COL’s Strategic Plan 2021-2027 focuses on advancing 12 years of quality education for every girl in the Commonwealth, with particular attention to out-of-school girls in sub-Saharan Africa.

COL provides technical assistance in curriculum development, trains educators in distance education methods, and helps governments formulate policies for quality assurance. In recent years, COL has supported open schooling initiatives in Botswana, Cameroon, Eswatini, The Gambia, Ghana, Kenya, Lesotho, Malawi, Mozambique, Namibia, Nigeria, Tanzania, Togo and Zambia, creating a network of institutions that can learn from each other’s experiences.

The organization promotes the development and use of open educational resources, which reduce costs and enable institutions to adapt materials to local contexts. This approach ensures that learning resources reflect regional languages, cultural contexts, and specific educational needs rather than relying solely on imported materials.

Regional collaboration through SADC

The Southern African Development Community has developed policy frameworks that support open and distance learning across its 16 member states. The SADC Open and Distance Learning Policy Framework promotes technology advancement and virtual learning to increase access to quality education. The SADC Centre for Distance Education, hosted by Botswana Open University and supported by COL, serves as a regional hub for distance education expertise.

These partnerships create opportunities for institutions to share resources, coordinate program development, and establish quality standards. Regional workshops enable practitioners from different countries to exchange experiences, identify common challenges, and develop collaborative solutions. This network effect amplifies the impact of individual programs and accelerates innovation across the region.

Challenges and future directions

Despite proven successes, open schooling faces ongoing challenges. Ensuring adequate government funding remains critical, as quality distance education requires investment in materials development, teacher training, learner support systems, and technology infrastructure. Many programs struggle with sustainability when initial donor support ends.

Assessment and quality assurance present particular challenges in distance education contexts. Institutions must develop robust methods for verifying learning and maintaining standards while accommodating learners’ diverse circumstances. Recognition of open schooling credentials by employers and higher education institutions requires ongoing advocacy and demonstration of quality.

The rapid shift toward blended and online learning models, accelerated by COVID-19, has created both opportunities and challenges. While digital platforms offer new possibilities for interactive learning, they risk excluding learners without reliable internet access or devices. Successful programs will need to maintain multiple delivery modes that serve learners across the digital divide.

Looking forward, open schooling must continue evolving to meet changing labor market needs. Vocational and technical education programs delivered through open schooling methods can help address youth unemployment while providing practical skills aligned with economic opportunities. Programs must also emphasize foundational literacy and numeracy skills, as evidence shows many students in conventional schools lack these basics.

A pathway forward

Open schooling demonstrates that expanding secondary education access in Africa is achievable. Models like BOCODOL and NAMCOL prove that flexible, technology-supported distance education can reach learners whom traditional systems have failed. These approaches offer not just access but also affordability, with costs significantly below conventional schooling while maintaining quality standards.

Success requires sustained commitment from governments, adequate funding, supportive policy frameworks, and partnerships among international organizations, regional bodies, and national institutions. It demands recognition that diverse learners need diverse pathways to education, and that flexibility strengthens rather than weakens educational systems.

The Commonwealth of Learning’s support for open schooling initiatives across sub-Saharan Africa shows how coordinated international cooperation can catalyze change. By sharing expertise, developing common resources, and facilitating regional learning networks, these partnerships accelerate progress beyond what individual nations could achieve alone.

Open schooling represents more than a stopgap solution for educational exclusion. It offers a complementary system that enhances education’s overall resilience and flexibility. As African nations work toward universal secondary education, open schooling will play an increasingly central role in ensuring that every young person can access the education they need to build successful futures.
