Distance education has long been associated with efficiency, scalability, and the power of technology to democratize learning. But in the 1980s, a crucial question emerged: Can education delivered at scale truly meet the diverse and deeply human needs of learners? David Sewart, Director of Student Services at the British Open University, challenged the field to reconsider what was being lost in the rush toward industrialized education models.

The context: Understanding industrialized distance education

To appreciate Sewart’s contribution, we must first understand what he was responding to. In the 1960s and 1970s, Otto Peters developed his influential theory of distance education as an industrialized form of teaching. Peters characterized distance teaching as a standardized mass system that relied on division of labor, mechanization, mass production, and formalized evaluation. This approach offered undeniable benefits: it made education accessible to thousands of students simultaneously, reduced costs per learner, and enabled institutions to reach geographically dispersed populations.

However, the industrial model also created new challenges. When education is mass-produced, how do we account for individual differences? When courses are pre-packaged and standardized, where is the space for personalized guidance? These questions became central to Sewart’s work.

The human element: Sewart’s core contribution

Sewart recognized that learner diversity was not an obstacle to overcome through better standardization but rather a fundamental reality that demanded human intervention. During his decades at the Open University from 1971 to 2004, he emphasized that embodied humanistic approaches to online learning support are critical for transformative learning experiences. His philosophy centered on what he called continuity of concern-the idea that institutions must maintain consistent, personalized support throughout a student’s educational journey.

This wasn’t simply about adding tutors to a distance education system. Sewart argued that learner support should be integral to the learning process itself, not an afterthought. He believed distance education could foster learning communities where students felt they were part of a shared experience, even when physically separated. This required deliberate design choices: creating opportunities for meaningful dialogue between instructors and students, establishing regular feedback mechanisms, and building systems that recognized students as individuals with unique circumstances, backgrounds, and needs.

Addressing emotional and academic needs

Sewart understood that distance learners face distinct challenges that go beyond academic content. The isolation of studying remotely, the lack of immediate peer interaction, and the absence of visual cues from instructors all create psychological barriers to learning. To address these challenges, effective learner support must encompass both academic guidance and emotional support-helping students feel connected, valued, and capable of success.

Major challenges in distance learning systems

Sewart identified two critical issues that plague industrialized distance education systems. The first is the lack of immediate feedback. In traditional classrooms, students receive instant responses through facial expressions, questions, and spontaneous discussions. In distance education, particularly before the digital era, feedback could take weeks to arrive. This delay created frustration and left students uncertain about their progress.

The second issue involves limited peer interaction. Learning is inherently social. We refine our understanding through discussion, gain new perspectives from classmates, and develop critical thinking by engaging with diverse viewpoints. When distance education systems focus exclusively on efficient content delivery, they often neglect these vital social dimensions of learning.

A balanced approach: Efficiency meets humanity

Sewart’s philosophy was not about rejecting industrialization but about finding equilibrium. He acknowledged the benefits of systematic course design, quality control, and economies of scale. What he advocated was a compromise-leveraging technological efficiency while maintaining human touchpoints that make education meaningful and effective.

This balanced approach manifests in several practical ways. First, while course materials can be standardized and mass-produced, the delivery and support around those materials should be personalized. Second, while technology enables asynchronous learning, institutions should create synchronous opportunities for human connection. Third, while automated systems can handle routine tasks, trained tutors should provide feedback on substantive work.

The Open University became a testing ground for these ideas. Research shows that humanizing online learning means recognizing the individual behind each name on the roster and fostering meaningful instructor-learner relationships. The institution developed regional centers where students could meet tutors, established telephone counseling services, and built extensive tutor networks to provide personalized academic support.

Modern applications of Sewart’s philosophy

Today, Sewart’s insights feel more relevant than ever. The explosion of online learning has created new forms of industrialization-learning management systems, automated grading, massive open online courses-that raise the same fundamental questions Sewart explored decades ago.

Blended learning models

Contemporary blended learning environments embody Sewart’s balanced approach. These models combine the efficiency of online content delivery with intentional opportunities for human interaction. Students might watch lectures asynchronously but engage in synchronous discussions with instructors and peers. They complete automated exercises for foundational skills but receive personalized feedback on complex projects. This design philosophy recognizes that different aspects of learning benefit from different approaches.

Tutor-led support systems

Modern distance education institutions increasingly invest in comprehensive support systems that reflect Sewart’s emphasis on continuity of concern. Effective support includes regular interaction with tutors, collaborative group work, and access to counseling services. These systems might include dedicated academic advisors, writing centers with virtual appointments, technical support staff, and peer mentoring programs. The goal is ensuring students always have access to someone who can address their specific needs.

Humanizing digital platforms

Today’s learning technologies offer new ways to implement Sewart’s philosophy. Instructors create video introductions to establish presence and build rapport. Discussion forums facilitate peer interaction around course content. Video feedback tools allow instructors to provide nuanced, personal responses to student work. Regular check-ins through surveys or one-on-one virtual meetings help institutions understand and respond to student needs. Audio and video feedback helps humanize instructor responses while saving time compared to written comments.

Addressing learner diversity

Perhaps most importantly, Sewart’s philosophy informs how modern distance education approaches learner diversity. Rather than expecting all students to fit a standardized mold, institutions now design flexible pathways that accommodate different learning styles, schedules, cultural backgrounds, and life circumstances. This might mean offering content in multiple formats, providing flexible deadlines, creating culturally responsive materials, or ensuring accessibility for students with disabilities.

The enduring lesson

David Sewart’s fundamental insight was simple but profound: distance education is still education, and education is fundamentally a human enterprise. Technology and systematic processes enable us to reach more learners more efficiently, but they cannot replace the human elements that make learning transformative-the encouragement of a dedicated tutor, the spark of a peer discussion, the personalized guidance that helps a struggling student persist.

As distance education continues evolving with artificial intelligence, virtual reality, and other emerging technologies, Sewart’s philosophy reminds us to ask critical questions: Are we using technology to enhance human connection or replace it? Are our efficiency gains coming at the expense of individual attention? Are we designing systems that serve learners as whole people with complex needs and circumstances?
