Distance education has emerged as a powerful tool to expand access to learning across Africa. Yet, a critical question remains unanswered: how do we ensure these programs don’t vanish the moment external funding dries up? Across the continent, countless education initiatives have flourished with donor support, only to collapse when that support ends. This pattern threatens to undermine decades of progress and leaves vulnerable learners stranded. Building sustainable distance education systems in Africa requires more than good intentions-it demands strategic planning, local ownership, and economically viable models that can stand the test of time.

The recurring crisis of donor dependency

The story repeats itself across Africa: an education project launches with great fanfare, supported by international donors. Teachers receive training, students gain access to learning materials, and communities begin to see real change. Then the funding cycle ends, and suddenly literacy levels face potential declines of up to 40% as critical support systems disappear.

Between 2020 and 2024, multiple donor-funded education projects closed across sub-Saharan Africa, exposing a harsh reality. Ministries often struggle to sustain externally funded projects once donors exit, leading to loss of expertise, personnel, and momentum. Youth reintegration programs shut down, leaving vulnerable young people without support. Schools that once thrived with resources suddenly find themselves without basic teaching materials or trained staff.

The fundamental problem isn’t just financial. Past donor projects were often too costly to be scaled or sustained by national governments, with unit costs drastically exceeding what governments could afford. A typical foundational learning project cost around USD 70 per student per year-sometimes more than what governments spent on primary education per student. This created programs that looked impressive during the funding period but were impossible to maintain afterward.

Building systems that last beyond the funding cycle

Creating sustainable distance education requires a fundamental shift from project-based thinking to system-building. This means developing robust national policies and establishing mechanisms for consistent funding that don’t rely on the whims of external donors.

National policy frameworks as foundations

Several African nations have begun developing comprehensive policy frameworks that integrate distance education into their broader educational ecosystems. South Africa’s National Plan for Post-School Education and Training explicitly includes distance education as a key strategy for expanding access to higher learning. Kenya’s Education Sector Support Programme promotes ICT and distance learning across primary and secondary education. These policies create solid foundations for scaling distance education across the continent.

But policy documents alone aren’t enough. Effective implementation requires dedicated leadership and strategic management practices. Educational institutions need to plan carefully to ensure their distance education programs are scalable, sustainable, and inclusive. This includes developing robust technological and human infrastructure to support learners, and regularly assessing program effectiveness to make necessary adjustments.

Domestic funding mechanisms

Primary and secondary education in sub-Saharan Africa receives less public financing than other developing regions, yet the region has the highest number of out-of-school children. While grants as a share of government revenue have been plummeting, the need for education funding per student continues to increase. This creates an urgent imperative for African governments to develop sustainable domestic funding models.

Some countries have found success through innovative approaches. Uganda’s Education Funding Agency Group and Senegal’s National Education Account serve as centralized bodies that bring together resources from various sources, providing accountability and improving monitoring and decision-making processes. These models demonstrate how countries can create transparent systems for managing education funds while reducing dependence on external aid.

The path forward requires governments to allocate adequate portions of their budgets to education, following the global recommendation of 4% to 6% of GDP. However, this must be balanced against competing demands like debt servicing. Some countries spend twice as much on debt repayment as they do on education, highlighting the need for comprehensive financial planning and diplomatic efforts to reduce debt burdens.

The irreplaceable role of community participation

The most sustainable distance education systems are those that belong to the communities they serve. Without local ownership and active participation, even well-funded programs struggle to maintain relevance and effectiveness once external support diminishes.

Community-driven solutions have proven essential across Africa. Local organizations and community leaders can play pivotal roles in driving educational initiatives tailored to specific regional needs. This includes setting up community centers with internet access, training local educators to use digital tools effectively, and creating locally relevant learning content. By involving local communities in the process, distance education programs can address unique challenges like language barriers, cultural relevance, and access to local knowledge.

In countries like Lesotho and Eswatini, where mountainous terrain and sparse populations limit school access, collaborative efforts between local governments, international organizations, and educational institutions have developed sustainable distance education systems using open educational resources and online platforms specifically designed for their contexts. These partnerships demonstrate that when communities actively participate, programs can reduce educational disparities while remaining sustainable.

The concept of learner support extends beyond technology and content delivery. It encompasses creating local networks of tutors, mentors, and peer groups that can provide ongoing assistance to distance learners. This human infrastructure becomes particularly crucial in rural and underserved areas where students may have limited access to institutional support.

Making distance education economically viable

Perhaps the most compelling argument for distance education in Africa is its potential for economies of scale. Unlike traditional brick-and-mortar schools, distance education programs can reach massive numbers of students without proportional increases in cost.

The economics of scale

Distance education allows for a larger number of students to be educated with fewer resources, making it a cost-effective strategy for scaling education. The most successful distance education programs in sub-Saharan Africa are large in scope, often spanning several countries. They have developed over years or decades and depend on economies of scale to become financially sustainable.

Programs with low student numbers and high per-student investment struggle to remain financially viable without major donor aid. The University of South Africa (UNISA), one of the largest distance education institutions globally, demonstrates this principle. Founded in 1873, UNISA serves students across remote and underserved areas, offering a wide range of programs with a commitment to accessibility, quality, and flexibility. Its success stems from strong course design, comprehensive learner support, efficient administration, and leveraging technology to create scale.

Cost-effective delivery models

Building affordable systems requires rethinking delivery methods. An affordable foundational learning package covering teacher training, learning materials, and instructional coaching could cost just USD 4.80 per student per year-equivalent to only 2% of median government expenditure per primary student in the first year, dropping to 1% thereafter.

Technology choices matter significantly. While high-tech solutions grab headlines, many successful African programs use hybrid approaches combining radio, television, and printed materials alongside digital platforms. The Democratic Republic of Congo has developed hybrid models using radio, television, and locally hosted content on tablets, enabling students to follow curricula without internet access. This pragmatic approach recognizes infrastructure limitations while still delivering quality education.

Virtual tutors and AI-assisted learning tools are also emerging as cost-effective solutions. Recent programs have helped thousands of students succeed in mathematics, proving that technology-enabled distance learning can drive academic excellence while remaining affordable at scale.

Sustainability through strategic partnerships

The future of distance education in Africa depends on building partnerships that strengthen rather than undermine local capacity. Rather than creating parallel systems that collapse when donors leave, partnerships should focus on strengthening government institutions to deliver educational services to their citizens. This means shifting from expensive project-based spending to building robust, low-cost public goods and national institutions.

International partnerships can provide valuable technical assistance in areas like data analysis, professional development, and monitoring systems. However, these partnerships must prioritize capacity building and knowledge transfer, ensuring that local teams can maintain and improve systems independently. The goal isn’t just to serve more students during the partnership period-it’s to create sustainable systems that will serve future generations.
