Phase 1: Design

Each RIO can stand alone as a collection of content items, practice items, and assessment items combined based on a single learning objective. Individual RIOs are then combined to form a larger structure called a Reusable Learning Object.
During development, ensure your content is modular and adaptable. Use standardized templates and consistent formatting to maintain cohesion across different learning objects. The development phase is complete when alpha and beta testing and review stages have been finished.
Phase 3: Deliver
At the beginning of the delivery phase, the RLOs are complete and ready for distribution to learners. Packaging of the RLO for delivery must be decided based on your target audience and technical infrastructure. Common delivery formats include dynamic web packages, downloadable content packages, and instructor-led training materials.
Consider how learners will access your RLOs. They might engage with a complete RLO as a standalone lesson, or they may drill into a specific RIO as a just-in-time training resource or job aid. The flexibility of RLOs means the same content can serve multiple purposes depending on learner needs.
Phase 4: Evaluate
Evaluation examines whether the RLOs achieved their intended learning outcomes. This phase asks critical questions: Did learners achieve the objectives? Did they enjoy the experience? What improvements can be made? Gather data through assessments, learner feedback, and performance metrics to continuously refine your learning objects.

The LOM data model specifies which aspects of a learning object should be described and what vocabularies may be used. Schedule regular audits of your RLO library to identify content that needs updating or retiring. Create standardized templates that embed quality requirements into the development process.
Best practices for multimedia integration
Effective RLOs typically incorporate multiple media formats to address different learning styles and maintain engagement. When integrating multimedia, consider the following guidelines.
Keep RLOs concise-aim for 5 to 10 minutes of learning time to prevent cognitive overload and maximize retention. If a subject is too complex for this window, break it into multiple RLOs that can be combined when needed.
Use interactive elements strategically. Quizzes, branching scenarios, and simulations increase engagement, but they should serve the learning objective rather than just adding variety. Every interactive element should have a clear instructional purpose.
Ensure accessibility across all media types. Include closed captions for videos, alt text for images, and transcripts for audio content. This not only meets accessibility requirements but also increases the contexts in which your RLOs can be used.
